Earlier in this same chapter, Paul delineated certain leadership qualities that Titus was to look for in determining who would lead this young church on the island of Crete. Prior to Paul’s evangelistic trip to this island there were no churches or even believers. Because of the newness of these churches, there would be many immature believers within any given church.
